Nous sommes en 2019, trente et un ans après le début de la Troisième Guerre mondiale. Un enfant au secret défense, doté de pouvoirs psychiques extraordinaires, s'échappe de sa détention et implique accidentellement un gang de motards dans ce projet. Cet incident réveille les pouvoirs psychiques de l'un des membres du gang, Tetsuo, qui est alors arrêté par l'armée pour être soumis à des expériences. Son esprit a été altéré et le voilà lancé sur la voie de la guerre, assoiffé de vengeance contre une société qui l'a longtemps considéré comme faible. (Source : FUNimation)
