Un an et demi après les événements de Psycho-Pass, et après avoir découvert la vraie nature du système Sibyl, Akane Tsunemori a choisi de continuer à lui obéir, par foi en l'humanité et en l'ordre de la loi. Affectée à une nouvelle section de police, elle affronte au quotidien la criminalité. Mais à son insu, un monstre capable d'ébranler le système jusque dans ses fondations s'apprête à apparaître devant elle.
